RFQ - Design Services For Express E-ZPass at the Betsy Ross Bridge

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualifications for design services for Express E-ZPass at the Betsy Ross Bridge.  This work includes survey work, roadway design work, Signage redesign, Toll Plaza redesign work, Maintenance and Protection of Traffic (MPT) plan preparation, and overall bid document preparation.

The Scope of Services the Authority requires shall include but not be limited to all design activities required to prepare bid documents for upgrading the Toll Plaza and approach areas to incorporate Express E-ZPass. Additionally, construction phase services will be required which shall include, but not be limited to, attending pre-bid conferences, fielding questions, preparing Bulletins, reviewing bids and bidders. The firm shall exhibit professional staff knowledgeable and experienced in providing roadway design, signage design, and Express E-ZPass design work, while keeping current on applicable federal, state, and local requirements. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.

Six (6) copies of the written Statement of Qualifications and U.S. Government Form SF330 must be received by the Authority no later than 4:00 p.m. on Wednesday, February 18, 2009. The Statement of Qualifications should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101-1949. The mailing envelope containing the Statement of Qualifications shall be labeled "Betsy Ross Bridge Express E-ZPass". The Statement of Qualifications shall describe, in three (3) pages or less (US Government Form SF330 excluded from the aforementioned three page limitation), the qualifications of the firm and the key personnel’s experience providing design services in the areas mentioned above. The qualifications must also include similar work successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to ultimately engage a consultant for this project.

However, MBE and WBE team members must be named, and commitment levels must be noted at the time their proposal is submitted.

This public advertisement constitutes the Authority’s formal solicitation to determine the interest of qualified professional consulting firms in the afore mentioned  project.
