Request for Qualifications - Design/Build Services for Implementation of DRPA 800 MHZ Radio System Coverage in PATCO PA and NJ Tunnels


The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for design/build services for implementation of DRPA 800 MHz radio system coverage in PATCO PA and NJ tunnels. Firms wishing to submit a Statement of Qualifications must demonstrate experience relating specifically to design/build services for railroad-tunnel communications projects.

The scope of construction work for this project shall include, but not be limited to: design and construction of a communications system that will enable DRPA and PATCO Police and Maintenance personnel to communicate from any location within the PA and NJ PATCO tunnels using the existing DRPA 800 MHz radio system. It is anticipated that this will be accomplished using RF-to-Fiber/Fiber-to-RF technology.

Six (6) copies of the written statement of qualifications and U.S. Government Form 330 must be received by the DRPA no later than 4:00 p.m. on August 21, 2008. The Statements of Qualifications should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Dr., Camden, NJ 08101-1949. The statement shall describe in three (3) pages or less the firm’s qualifications and experience and shall briefly describe similar type projects correctly completed for each firm submitting a Statement of Qualifications. The mailing envelope containing the Statement of Qualifications shall be labeled “STATEMENT OF QUALIFICATIONS, DESIGN/BUILD SERVICES FOR IMPLEMENTATION OF DRPA 800 MHZ RADIO SYSTEM COVERAGE IN PATCO PA AND NJ TUNNELS”.

However, MBE and WBE team members must be named, and commitment levels must be noted at the time the bid or proposal is submitted.


This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified professional consulting firms in the afore-stated project.
