Notice To Contractors - Miscellaneous Structural Repairs - Ben Franklin Bridge & Walt Whitman Bridge, Contract No. G-18-2007

The Delaware River Port Authority (DRPA) hereby invites Contractors to submit Statement of Qualifications in connection with the Authority’s plan to perform miscellaneous structural repairs to the Ben Franklin Bridge and the Walt Whitman Bridge, Contract No. G-18-2007.  This work will include but is not limited to the installation of new steel diaphragm plating within the interior tower cells and installation of steel face plating on the exterior of the towers. Ancillary work will include mobilization and clean-up, furnishing of the engineer’s field offices, maintenance and protection of traffic, lead paint abatement (Walt Whitman Bridge only) and utility relocations as necessary to facilitate the installation. 

It is the Authority’s intent to establish a list of pre-qualified Contractors who are capable and experienced in similar construction projects.  The Statement of Qualifications will be used by the Authority to establish a list of pre-qualified Contractors to receive the Bid Documents.  Only those Contractors meeting the DRPA’s pre-qualification criteria will be eligible to receive the Bid Documents and submit a bid for the subject project.  In order to be short-listed, a Contractor must have demonstrated expertise in the scope of work herein described, and demonstrated ability to manage and protect confidential / proprietary information.  There will be no debriefings for unsuccessful Contractors.

During the course of the work, the Contractor may be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the Contractor, and staff utilized by the Contractor as part of this work, will be required to sign a Confidentiality and Non-Disclosure Agreement in a form acceptable to the DRPA.   A copy of the Confidentiality and Non-Disclosure Agreement will be provided to the pre-qualified firms for execution in advance of receiving the Bid Documents.

Contractors must demonstrate the appropriate capabilities and experience necessary to perform all work items included within the scope of the project.  Statement of Qualifications will be evaluated based on the following criteria: (1) company’s qualifications, credentials and recent relevant experience on similar projects; (2) experience and availability of the proposed Project Manager; (3) corporate ownership, history, financial stability and long-term viability of the Contractor and its subcontractors, if any; (4) quality of references on similar work performed in the past five years; (5) MBE/WBE participation and good faith efforts; (6) commitment and capacity to implement the contract over the full term of the work; (7) commitment and ability to meet the confidentiality requirements of the project.

A mandatory Project Briefing will be held starting at 10:00 A.M., local time on July 8, 2008 in the Engineering West Conference Room located in the 7th Floor of One Port Center, 2 Riverside Drive, Camden, New Jersey.  

Six (6) copies of a bound document each limited to 20 sheets, exclusive of covers and dividers shall be printed on the sheet (8- 1/2”x11”), double-spaced, and shall be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority’s Engineering Office located on the 7th floor of One Port Center, 2 Riverside Drive, Camden, New Jersey 08101-1949, and received no later than 4:00 P.M. on July 25, 2008.  The Statement of Qualifications shall describe the Contractor’s qualifications in the areas mentioned above and shall briefly describe and provide references for ongoing or recently completed similar projects completed by the Contractor.  The responsibilities, qualifications and overall capabilities of each Contractor within a team must be demonstrated within the Statement of Qualifications.  Prior similar experience of key management staff assigned to this project should also be included.  Any submittal that is not received in the Authority by the above deadline shall be rejected as non-responsive.

To that end, the DRPA has established MBE and WBE goals for this project.  MBE and WBE team members must be named, and commitment levels must be noted at the time the bid is submitted.
