RFQ - Construction Monitoring Services For Contract No. G-18-2007 Ben Franklin And Walt Whitman Bridges Miscellaneous Structural Repairs

 The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for Construction Monitoring Services for Contract No. G-18-2007 - Ben Franklin and Walt Whitman Bridges – Miscellaneous Structural Repairs.  This work will include but is not limited to the installation of new steel diaphragm plating within the interior tower cells and installation of steel face plating on the exterior of the towers. Ancillary work will include mobilization and clean-up, furnishing of the engineer’s field offices, maintenance and protection of traffic, lead paint abatement (Walt Whitman Bridge only) and utility relocations as necessary to facilitate the installation. 

The scope of Services the Authority requires includes, but is not limited to: schedule and cost control, construction inspection, inspection reporting and document control, field engineering, review of contractor-proposed substitutions and changes, contract document interpretation and issue resolution, change order processing, progress payment processing, determination of substantial and final completion, preparation of As-Built documents, assistance with contractor claims resolutions, and conducting project meetings.

During the course of the work, the consultant may be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the consultant, and staff utilized by the consultant as part of this work, will be required to sign a Confidentiality and Non-Disclosure Agreement in a form acceptable to the DRPA.   A copy of the Confidentiality and Non-Disclosure Agreement will be provided to the short-listed firms for execution in advance of receiving a Request for Proposal.

Six (6) copies of the written Statements (three “3" pages maximum) of Qualifications and U.S. Government Form SF330 must be received by the Authority no later than 4:00 P.M. on July 8, 2008.  The Statements of Qualification should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority’s Engineering Office located on the 7th floor of One Port Center, 2 Riverside Drive, Camden, New Jersey 08101-1949.  The Statement shall describe the firm’s qualifications in the area of construction inspection services as related to structural bridge repair projects, and shall briefly describe similar type projects successfully completed by the firm.  The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Construction Monitoring Services for Contract No. G-18-2007, Ben Franklin and Walt Whitman Bridges – Miscellaneous Structural Repairs.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal.

This public advertisement constitutes the DRPA formal solicitation to determine the interest of qualified professional consulting firms in the afore stated project.
