RFQ - Engineering Services For Betsy Ross And Commodore Barry Bridges Miscellaneous Structure Repairs

The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for Engineering Services for Miscellaneous Structural Repairs at the Betsy Ross and Commodore Barry Bridges. This work will include but is not limited to all design services required to develop the most feasible and economical rehabilitation alternatives and prepare complete contract documents with which the Authority may solicit construction bids. It is anticipated that two (2) construction contracts will be prepared for the proposed miscellaneous structural repairs and improvements. The firm shall exhibit professional staff knowledgeable in the areas of bridge rehabilitation on both superstructure and substructure, steel repairs, coating applications, maintenance and protection of vehicular traffic, OSHA safety requirements, structural survey and other applicable federal, state, and local requirements. The Engineering firm selected for this project shall also have extensive knowledge of various facets of bridge rehabilitation including, but not limited to bridge painting including the removal of lead paint, deck repairs, surface treatments, deck drainage, restoring/replacing bridge bearings, repairing/replacing bridge approach slabs, gusset plate repairs, finger joint repairs, seismic improvements, safety improvements, box chord rehabilitation, pier cap reconstruction, and experience with maintenance and protection of traffic. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.

The scope of Services the Authority requires includes, but is not limited to providing the proper design services to develop final design packages which will include the preliminary design report, plans, specifications, estimates, and a construction schedule with which the Authority may solicit bids from construction contractors to accomplish the proposed work detailed in this Request for Proposals. The intent of this project is to maintain the structural integrity, functionality, and safety of the bridges.

During the course of the work, the consultant may be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential. Consequently, the consultant, and staff utilized by the consultant as part of this work, will be required to sign a Confidentiality and Non-Disclosure Agreement in a form acceptable to the DRPA. A copy of the Confidentiality and Non-Disclosure Agreement will be provided to the short-listed firms for execution in advance of receiving a Request for Proposal.

Six (6) copies of the written Statements (three “3" pages maximum) of Qualifications and U.S. Government Form SF330 must be received by the Authority no later than 4:00 p.m. on June 20, 2008. The Statements of Qualification should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority’s Engineering Office located on the 7th floor of One Port Center, 2 Riverside Drive, Camden, New Jersey 08101-1949. The Statement shall describe the firm’s qualifications in the area of engineering design services as related to bridge repair projects, and shall briefly describe similar type projects successfully completed by the firm. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Engineering Services for Bridge Preservation Contracts at the Betsy Ross and Commodore Barry Bridges. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal.

This public advertisement constitutes the DRPA formal solicitation to determine the interest of qualified professional consulting firms in the afore stated project.
