RFQ - Green Ports Initiative

The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for providing engineering services to evaluate the operations and activities of three separate and distinct agencies cooperating on a Green Ports Initiative along the Delaware River in Southeastern Pennsylvania and Southern New Jersey. The Delaware River Port Authority, the South Jersey Port Corporation and the Philadelphia Regional Port Authority, are seeking to develop a comprehensive plan for incorporating environmental, energy conservation, and sustainability practices into each respective agency’s activities and operations. The evaluation will include port facilities, bridge and transit facilities, operation and maintenance facilities, and administrative facilities, owned, operated, leased or otherwise r elated to the agencies. The scope of work shall include an assessment of operations and activities within the purview of each agency and development of a comprehensive report identifying potential greening initiatives, a cost benefit analysis of each initiative, an identification / evaluation of public and private sources of funds, community outreach, and recommendations for future projects and expenditures. The plan shall include recommendations for innovative and proven techniques where overall goals can be attainable and measurable. Firms submitting Statements of Qualifications must demonstrate their capabilities and expertise related to similar studies and investigations, including but not limited to sustainable design, energy and water conservation, electric and alternative fuels, and renewable sources of energy. Six (6) copies of the written Statements of Qualifications and U.S. Government Form 330 must be received by the Authority no later than 4:00 p.m. on Thursday, June 12, 2008. The Statements of Qualifications should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, Camden, New Jersey 08101. The Statement shall describe, in five pages or less, the firm's qualifications for the services desired and shall briefly describe similar type projects successfully completed by the firm/team. The mailing envelope containing the Statement of Qualifications shall be labeled, "Green Ports Initiative." The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal. The Delaware River Port Authority is firmly committed to providing full and equal business opportunities to all persons regardless of race, color, religion, gender, national origin, age or non-job related disability. Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals. To that end, the Delaware River Port Authority has established MBE and WBE goals for this project. Proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named and commitment levels must be noted at the time the proposal is submitted. The public advertisement constitutes the Delaware River Port Authority's formal solicitation to determine the interest of qualified professional consulting firms in the afore stated project.
