Contract No. 35-B - 11th Street Interlocking Rehabilitation

Sealed Bids for Contract No. 35-B, 11th Street Interlocking Rehabilitation, will be received during normal business hours, at the office of the Director of Engineering/Chief Engineer in the headquarters building of the Delaware River Port Authority, One Port Center, 2 Riverside Drive, Camden, New Jersey until 10:30 a.m., local time, June 30, 2008 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this Contract consists of the removal of four existing turnouts and one existing crossing diamond, the furnishing and installation of four new turnouts and one new crossing diamond, salvage of track materials, switch and rail grinding, installation of CWR, installation of signal and electrical components, installation of bonded insulated joints, and track ties and plates renewal. This work will be performed in the Port Authority Transit Corporation (PATCO) subway between the 9/10th & Locust and 12/13th Locust Stations in Philadelphia, Pa.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents. Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning May 28, 2008, weekdays between 9:00 a.m. and 5:00 p.m. A deposit of One Hundred Dollars ($100.00) by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Deposits will be refunded to anyone submitting a bid. (Limit of $400.00 for four (4) sets). Deposits will not, under any circumstances, be refunded to individuals or companies not submitting bids to the Delaware River Port Authority. Contract Documents cannot be ordered nor delivered by mail.

This Contract is subject to a financial assistance contract between the Delaware River Port Authority and the U.S. Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity and Affirmative Action Laws and Regulations. All bidders will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

This project will be funded with substantial assistance from the Federal Department of Transportation (DOT), Federal Transit Administration (FTA). As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program). The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non-mandatory Pre-Bid Meeting will be held starting at 10:00 a.m., local time on June 5, 2008 in Engineering’s North Conference Room located on the 7th Floor of One Port Center, 2 Riverside Drive, Camden, New Jersey. All bidders must attend the Pre-Bid Meeting. All Bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes. Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
