RFQ - Compressed Natural Gas Conversion "Pilot" Program

The Delaware River Port Authority (DRPA) hereby invites Compressed Natural Gas (CNG) Fueling Station Providers and/or their respective Compressed Natural Gas (CNG) Vehicle Retrofit Conversion Partners to submit a Statement of Qualifications to provide Compressed Natural Gas (CNG) Fueling Station(s) and Compressed Natural Gas (CNG) Vehicle Retrofit Conversion(s) for a "pilot" program at the Walt Whitman Bridge Facility. Firms wishing to submit a Statement of Qualifications must demonstrate experience in CNG Fueling and CNG Vehicle Retrofit Conversions The DRPA will accept Statements of Qualification from firms that provide Compressed Natural Gas (CNG) Fueling Station(s) or firms that provide Compressed Natural Gas (CNG) Vehicle Retrofit Conversion(s). The Scope of Services the Authority requires includes, but is not limited to: analyze and define fueling needs, prepare site and coordinate compliance to standards and codes, provide complete Compressed Natural Gas (CNG) fueling product line - including compressor units, storage, dispensing, installation and training. In addition, Compressed Natural Gas (CNG) Fueling Station Providers must include their respective Compressed Natural Gas (CNG) Vehicle Retrofit Conversion Partner for Authority vehicle CNG retrofit conversions, as part of the "pilot" program. Compressed Natural Gas (CNG) Vehicle Retrofit Conversion Partners must adhere to EPA/CARB regulations and provide EPA/CARB retrofit technology certification (Certificate of Conformity), as required. Six (6) copies of the written Statement of Qualifications must be received by the Authority no later than 4:00 p.m. on Thursday, March 27, 2008. The Statement of Qualifications should be addressed to Mr. Howard Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled "COMPRESSED NATURAL GAS CONVERSION "PILOT" PROGRAM. . The Statement of Qualifications shall describe, in six (6) pages or less, the qualifications of the firm and the key personnel in the areas of CNG Fueling and/or CNG Vehicle Retrofit Conversions and shall briefly describe similar projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a firm for this project. Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals. To that end, the DRPA has established an MBE/WBE goal for this project. Prospective proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named, and commitment levels must be noted at the time the bid or proposal is submitted. This public advertisement constitutes the Delaware River Port Authority's formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
