RFQ - Contract No. WW-10-2008 - Construction Monitoring Services

The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for providing Construction Monitoring Services for the Walt Whitman Bridge Painting Contract. NJ Deck Truss Spans and steel surfaces of the Walt Whitman Bridge are to be blast cleaned and painted. Firms wishing to submit a Statement of Qualifications must demonstrate experience related to providing Construction Monitoring Services on bridge painting contracts involving blast cleaning and painting bridges in an urban environment. The Scope of Services the Authority requires includes, but is not limited to: schedule and cost control, construction inspection, inspection reporting and document control, field engineering and structural analysis, review of contractor-proposed substitutions and changes, conducting project meetings, contract document interpretation and issue resolution, change order processing, progress payment processing, determination of substantial and final completion, assistance with contractor claims resolutions, participating in public outreach program and town meetings. Six (6) copies of the written Statements (three “3" pages maximum) of Qualifications and U.S. Government Forms SF 330 must be received by the Authority no later than 4:00 p.m. on Thursday, February 07, 2008. The Statements of Qualifications should be addressed to Mr. William C. Brooks, Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey, 08101-1949. The Statement shall describe the firm's qualifications in the area of construction monitoring services related to blast cleaning and painting and shall briefly describe similar type projects successfully completed by the firm. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Construction Monitoring Services for Walt Whitman Bridge Painting NJ Deck Truss Spans”. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal. To that end, the DRPA has established MBE and WBE goals for this project. Proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named, and commitment levels must be noted at the time the proposal is submitted.
