FTA Project Number NJ-03-0139, NJ-03-0136, NJ-03-0143, Contract No. 27-H - PATCO Subway Standpipe System

Sealed proposals for Contract Number 27-H, PATCO Subway Standpipe System will be received during normal business hours, at the office of the Director of Engineering/Chief Engineer in the headquarters building of the Delaware River Port Authority, One Port Center, 2 Riverside Drive, Camden, New Jersey until 10:30 a.m., local time, Tuesday, December 18, 2007 and immediately taken to the Engineering Conference Room and publicly opened and read. The work to be completed under this Contract consists of the installation of a fire standpipe system and a sound powered telephone communication system in the Camden and Philadelphia subway tunnels of the PATCO Transit Line. This work will connect into the existing station standpipes at each subway station. For Fire Department use in Camden, NJ and Philadelphia, PA, the standpipe system will be a manual, dry pipe system. This Contract is subject to a financial assistance contract between the Delaware River Port Authority and the U.S. Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity and Affirmative Action Laws and Regulations. All bidders will be required to certify that they are not on the Comptroller Generalís list of ineligible contractors. This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA). As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program). The Delaware River Port Authority has established a DBE Program that complies with the DOTís Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT assisted contracts or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process. A complete description of the work and full information for Contract Bidders is given in the Contract Documents. Copies of the Contract documents may be obtained by prospective bidders at the Delaware River Port Authorityís Engineering Office located on the seventh floor of One Port Center, 2 Riverside Drive, Camden, NJ 08101-1949 on or after November 21, 2007 between 9:00 a.m. and 4:00 p.m. A non- mandatory Pre-Bid meeting is scheduled for December 4, 2007 at 10:00 a.m. in the DRPA 7th Floor conference room. All bidders are encouraged to attend the Pre-Bid Meeting. All Bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid. A deposit of One Hundred Dollars ($100.00) by check, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Deposits will be refunded to anyone submitting a bid (limit of $400.00 for four sets). Deposits will not, under any circumstances, be refunded to individuals or companies not submitting bids to the Delaware River Port Authority. Contract documents cannot be ordered nor delivered by mail. The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes.
