Contract No. BF-22-2007 - Benjamin Franklin Bridge Steel Painting Phase 5

Sealed proposals for Contract No. BF-22-2007, Benjamin Franklin Bridge Steel Painting, Phase 5 – Philadelphia Approach Spans and Anchorages, will be received during normal business hours, at the office of the Director of Engineering/Chief Engineer in the headquarters building of the Delaware River Port Authority, One Port Center, 2 Riverside Drive, Camden, New Jersey until 2:00 p.m., local time, December 21, 2007 and immediately taken to the Engineering Conference Room and publicly opened and read. The work to be completed under Contract No. BF-22-2007 (Phase 5 – Philadelphia Approach Spans and Anchorages) includes the removal of existing lead based paint, surface preparation and application of a new coating system to the Philadelphia Approach Spans (Philadelphia Approach Deck Truss Spans, Philadelphia Approach Girder Spans, Philadelphia Abutment Spans), and steel structures inside the Anchorages Prospective bidders shall be certified by The Society for Protective Coatings (SSPC) to both QP1, “Standard Procedure for Evaluating Qualifications of Painting Contractors: Field Application to Complex Structures” (Bridge Subcategory) and QP2, “Standard Procedure for Evaluating the Qualifications of Painting Contractors to Field Remove Hazardous Coatings” (Category ‘A’). Prospective bidders are advised that full status certification for both SSPC-QP 1 and SSPC-QP 2 also apply to all subcontractors connected with the prospective bidders, that will be used for lead paint removal, containment and collection; surface preparation; and coating of structural steel. Prospective bidders should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all bids. To that end, the DRPA has established MBE and WBE goals for this project. MBE and WBE team members must be named, and commitment levels must be noted at the time the bid is submitted. A complete description of the work and full information for Contract Bidders is given in the Contract Documents. Copies of the Contract documents may be obtained by prospective bidders at the Delaware River Port Authority’s Engineering Office located on the 7th floor of One Port Center, 2 Riverside Drive, Camden, New Jersey 08101- 1949, on and after November 14, 2007. A check deposit of One-Hundred Dollars ($100.00), made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Deposits will be refunded to anyone submitting a bid (limit of $400.00 for four sets). Deposits will not, under any circumstances, be refunded to individuals or companies not submitting bids to the Delaware River Port Authority. Contract documents cannot be ordered nor delivered by mail. A Pre-Bid Meeting will be held starting at 10:00 a.m., local time on November 27, 2007 in the Engineering Conference Room located on the 7th Floor of One Port Center, 2 Riverside Drive, Camden, New Jersey. All bidders are encouraged to attend the Pre-Bid Meeting. All Bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid. The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes.
