RFQ - Construction Monitoring Services For the Vessel Collision Protection of the Commodore Barry Bridge

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualifications for providing construction monitoring services for the Vessel Collision Protection of the Commodore Barry Bridge. The Scope of Service the Authority requires shall include, but not be limited to, inspection of all work and materials to ensure compliance with contract plans and specifications. The scope of work also includes the review of project schedules, payments, staging and recommendation of alternate solutions whenever conflicts appear. The firm shall exhibit professional staff experienced in construction monitoring of rock island and marine structures plus knowledge of applicable federal, state, and local requirements. Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on October 31, 2007. The Statement of Qualifications should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled "VESSEL COLLISION PROTECTION OF THE COMMODORE BARRY BRIDGE". The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel in the construction monitoring of marine structures and artificially created island around the bridge piers and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project. Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals. To that end, the DRPA has established MBE and WBE goals for this project. Prospective proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named, and commitment levels must be noted at the time the bid or proposal is submitted. This public advertisement constitutes the Delaware River Port Authority's formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
