PATCO-27-2007 - Rehabilitation of Track Structure on the Collingswood Viaducts

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualifications for providing construction monitoring services during the rehabilitation of PATCO’s Collingswood viaduct. The Scope of Services the Authority requires shall include all construction monitoring services including but not limited to, inspection of all work to ensure that it is done in compliance with the Contract Plans and Specifications, inspection of construction materials to be used at the site to ensure compliance with the contract Plans and Specifications and all such other services as may be required to furnish complete construction monitoring services of the highest quality. The scope also includes the review of project schedules, payments, staging and recommend alternate solutions whenever conflicts appear. The firm shall exhibit professional staff knowledgeable in modern track fixation systems plus other applicable federal, state, and local requirements. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work. Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on June 14, 2007. The Statement of Qualifications should be addressed to Mr. William C. Brooks, P.E., Acting Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled "PATCO-27-2007 Rehabilitation of Track Structure on the Collingswood Viaduct - RFQ ". The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel in the construction monitor of direct fixation fastener systems, concrete repairs, active transit operational analysis, staging and shall briefly describe similar construction monitoring and construction consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project. Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals. To that end, the DRPA has established MBE and WBE goals for this project. Prospective proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named, and commitment levels must be noted at the time the bid or proposal is submitted. This public advertisement constitutes the Delaware River Port Authority's formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
