RFQ- Smartcard Service Center Support Staff Prequalification Criteria and Application

The Delaware River Port Authority (DRPA) is soliciting Statements of Qualifications from firms for the following service: the provision of support staff to work at the Port Authority Transit Corporation (PATCO) Smart card Service Center at Broadway Station in Camden, New Jersey, under PATCO’s supervision. PATCO is implementing a new fare collection environment. PATCO has contracted the development of the new fare collection system to Cubic, Inc. A major feature of this system is the smart cards which will be used by customers in the stations and gated parking lots. Account management will be available through Cubic’s Nextfare system. The qualified Contractor/Vendor, will provide three support staff who will be responsible for answering phone calls from customers and account holders; processing fax, e-mail, web and US mail communications; performing dispute resolution; taking orders over the phone for smart card add-value, devices, and literature requests; serving as sales agent at the sales outlet at Broadway station; processing application requests for the Reduced Fare Program (RFP); providing general customer service in stations as required, and following PATCO policies and procedures. QUALIFICATION CRITERIA: • Experienced in providing call center support staff for a public agency. • Has a good performance record free of any terminations of Contracts or operating agreements due to poor performance or other reasons of cause. • Must demonstrate performance by providing a minimum of three references. • Has adequate financial resources, or the ability to obtain such resources as required for the satisfactory completion of the contract. • Able to provide adequate security (i.e. insurance and bonds) as if required by the terms of the solicitation, to insure contract completion • Comply with required or proposed delivery or performance schedule Six (6) copies of the written Statement of Qualifications must be received by the DRPA no later than 3:30 PM on Friday, March 3, 2006. Submissions must be addressed to Howard Korsen, Manager, Contract Administration, 7th Floor, Delaware River Port Authority, One Port Center, 2 Riverside Drive, PO Box 1949, Camden, NJ 08101-1949. The Statement shall describe in six (6) pages or less the firm’s qualifications and shall detail similar previous efforts. The mailing envelope containing the Statement of Qualifications shall be labeled "Statement of Qualifications, Smartcard Service Center Support Staff". Statements of Qualifications will not be accepted via facsimile or electronic transmission.
